List the labs catalog with this tenant's current enabled state.

The catalog's coming_soon values are read through apply_labs_catalog_overrides, which honors any Publish-to-Beta flips stored on the default tenant's metadata. Released flags (past the 14-day auto-release countdown) are excluded — they're GA for everyone and live outside the Labs surface until a developer runs the /release-feature skill to clean them out of the code.
