Create a custom service

POST 
/api/products/custom-services

Create a tenant-owned, metered SERVICE product in the 'Custom' category. Custom services are scoped to the calling tenant and can be debited / credited by the usage_based_billing workflow node. A service_meter row is auto-provisioned.
