Get Task Custom Field Catalog

GET 
/api/task-fields/custom-catalog

The task custom-field catalog — every typed field a project can attach via its field_configs. Serves the field-placement dialogs and the Create Task modal (labels, data types, dropdown options, tooltip HTML).

v1: hardcoded catalog, identical for every tenant. v2 adds tenant-defined entries on top.
