Get Billing Sample Payloads

Return Stripe-shaped sample webhook payloads (or internal-context payloads for balance events) for every billing email. Tenant's real subscription data is merged in so the displayed JSON reflects that tenant's actual plan, period, trial state, and Stripe IDs.
