Send System Email To User

Fire a single SystemEmailEvent at a specific user (by lead id) — the Dev Tools "Send System Email to User" panel. System-admin only.

The email is sent to the target lead's own email, with the dispatcher context scoped to that lead's EFFECTIVE tenant (permitted_tenant_id or tenant_id) so per-tenant template copies and the tenant's verified public domain are used. For pick_password / password_reset, a fresh 72h reset link is generated so the set-password CTA renders and is actionable.
