Get Caller Ids

GET 
/api/phone-numbers/caller-ids

Get caller ID options for dropdowns across the application.

Returns number pools first, then standalone phone numbers (not assigned to any pool).

Use cases:

• WebPhone dialer: default (all options)
• SMS campaigns: has_sms=true
• Voice campaigns: has_voice=true
• Phone-only selector: include_pools=false
