Get Plan Options

GET 
/api/account/plan-options

Get plan purchase options (packages and add-ons).

If service_slug is provided, returns filtered upgrade options for that service:

• For PACKAGE_ADDON: All add-ons containing this service
• For PACKAGE: Only packages with this service where the service tier is greater than current tenant's allocation

If service_slug is not provided, returns all active plans.
