Update Sub Tenant Credit Limit

/api/sub_account/:tenant_id/wallet/credit-limit

Update credit limit (negative_balance_allowed) for a sub-tenant's wallet. Only parent tenant admins can update sub-tenant credit limits.

This endpoint allows admins to set the maximum negative balance allowed for a sub-tenant. A description/reason is required for audit trail purposes.
