GET 
/api/phone/logs/:call_id/recording

Stream the audio recording for a phone call. Downloads from Backblaze (or serves from local cache) and streams to client.

Accepts either:

• Provider call session ID (UUID format)
• Internal call_log_id (SCL_xxx format)
