Update Call Log

PATCH 
/api/phone/logs/:call_id

Update note and/or disposition for a call log. Used by power dialer and manual calls to save user input.

Accepts either:

• Provider call session ID (UUID format)
• Internal call_log_id (SCL_xxx format)
