How many people can join a Votel meeting, and do they need a Votel account?

There is no set participant limit, and meetings have run with about 130 participants. There is also no countdown that ends a meeting after an hour.

Attendees do not need a Votel account or any other account. It works like Google Meet: you send the link and it opens in their browser. On the join screen they allow the microphone, can leave the camera off, enter their name and join as a guest.

Meetings are billed per participant per minute, so a larger meeting costs more.
